Question #2 Price to pay for hearing aid

Question #2 Price to pay
Should we pay the high price in order to hear? Can the device drop it price after a year in the market? We buy a cell phone for example to assistance us in keeping touch with other people.  The price first come out for a phone is expensive, however in a few months later it drop the price down. I was looking at hearing aid prices they still same cost when it first come out.

Question #1. If I was born deaf, and later on I am wearing a hearing aid in right ear but total deaf in other ear does that make me 1/2 deaf? With my explain more deep is when I feel that hearing aid help me hear and talk very well in my right ear it sort of make me think I am hearing.  I think hearing aid been helpful in my life without it I would feel awful moody being full deaf in both ear.
